More than 50 years ago, Congress made a commitment to the American public that a small portion of revenues from offshore drilling would go to natural resource conservation and outdoor recreation programs. This was an offset for the inevitable depletion of the offshore oil and gas resources that would result from offshore drilling. It was the culmination of a major bipartisan effort to permanently protect the beautiful landscapes and environmental resources Americans share. President Kennedy had originally proposed the creation of the Land and Water Conservation Fund( LWCF) as “a sound financial investment to realize the potential of parks, forests and wildlife refuges.” President Lyndon B

Today, the LWCF provides funding for recreational areas, trails and waterways and for enhancing access to national parks and wildlife refuges. It safeguards rivers, watersheds, water supplies and clean water, conserves forests and farmlands and preserves battlefields and other historical and cultural sites.
On September 30, 2015, in what would have been the 50th Anniversary of the LWCF, Congress let America’s most essential conservation program expire. For every day that has passed without renewal of this vital program, conservation has lost $2.5 million.
In April 2016, permanent reauthorization of the LWCF (at full funding levels) passed the Senate as part of Title V of the Energy Policy Modernization Act of 2016 (S.2012). Unfortunately, the companion measure, sponsored by House Energy Committee Chair Lisa Murkowski and Ranking Member Maria Cantwell (H.R. 1814), did not make it to the floor for a vote. This was after considerable pushback from House Natural Resources Committee Chair Rob Bishop of Utah.
In mid-January of this year, House Natural Resources Committee Ranking Member Raul Grijalva (D-AZ) and Rep. Patrick Meehan (R-PA) reintroduced legislation to permanently authorize the LWCF, H.R. 502. This is the new version of H.R. 1814 from the last Congress, for which a total of 211 bipartisan cosponsors (most of the House), signed on. While this bill does call for reauthorization, it does not call for funding.
The LWCF Coalition considers this action “an existential threat to all future protection of our parks and public lands, our trails, working forests and drinking water supplies, our sacred battlefields and historic sites, our wildlife habitat and sportsmen’s access”.
If we are to protect this vital resource, we must not allow these threats to go uncontested.
